Has anyone used the language proficiency rubrics to create formative assessments of ELLs to measure progress? It seems that one could use ADEPT for speaking and listening and then the rubrics for reading and writing. Any ideas?

We are considering using the State Writing Rubrics as our writing rubric for common formative assessments (CFAs) for secondary. First, we would focus on sentence fluency for levels 1 and 2, and then add content and organization for levels 3-5.  We would use this for a common formative assessment 3-4 times a year, and it would also be a summative assessment and be used (with other measures) for placement for the following year. 

We would add our own learning targets with regards to language forms.

Has anyone else considered this? done it? rejected this idea?  Why?
